<p>Today is the 51st anniversary of the Dalai Lama&#8217;s escape from Tibet due to the Chinese occupation and it is exactly two years since the uprising in Lhasa in which Tibetans protested peacefully against the repression of their culture and religion.</p>
<p>Finnish Green MEP Heidi Hautala, Chair of the EU Parliament human rights subcommittee, commented:&#8221;Two years after the Chinese suppression of protests in Tibet, there has still been no independent international investigation. During this time, China has freely accused the Tibetan Government in exile and the Dalai Lama of masterminding the uprising.</p>
<p>When I met the Dalai Lama last month, we came to the conclusion that it is of utmost importance that the EU demands an investigation into the reasons and consequences of the 10 March 2008 uprising. I urge Lady Ashton and the new external action service to act swiftly on this.</p>
<p>According to the Tibetan administration in exile, at least 220 Tibetans died, many because of indiscriminate police firing, ill-treatment or torture in prisons. Many more are missing. Today the EU Parliament received a Tibetan former political prisoner as a guest. Ms. Namdrol Lhamo, a nun, was incarcerated in Drapchi prison for 12 years because of taking part in a peaceful demonstration and for recording songs while in detention. We should pay tribute to her as well as to other courageous Tibetans living under occupation.&#8221;</p>

<p>TIIBET 10.3.2008 - TOTUUS VIHDOIN ESIIN</p>
<p>10. päivällä maaliskuuta on kaksoismerkitys Tiibetin historiassa. Tuona päivänä, vuonna 1959, Dalai Lama pakeni Tiibetistä, jonka kiinalaiset olivat miehittäneet. Samana päivänä vuonna 2008 tiibetiläiset munkit lähtivät kaduille protestoimaan Kiinan sortotoimia vastaan. Kiinalaiset tukahduttivat kansannousun väkivalloin. Tapahtumista ei ole vieläkään tehty riippumatonta tutkimusta. Merkittävää on se, että Kiinan hallitus on syyttänyt tiibetiläisten maanpaossa olevaa hallitusta ja Dalai Lamaa mellakoiden suunnittelusta.</p>
<p>Meillä oli harvinainen ja etuoikeutettu mahdollisuus tavata tiibetiläisten hengellinen johtaja Intian Dharamsalassa paikallisena uuden vuoden päivänä. Hänen pyhyytensä Dalai Lama on tietysti hyvin tietoinen siitä, mitä Kiinan hallitus hänestä ajattelee. Susi munkin kaavussa, itse piru - näin viittasi leikkiä lasken 74-vuotias rento Dalai Lama itseensä. Vakavammalla äänensävyllä hän sanoi tarjonneensa kaikki hallituksensa arkistot tutkittavaksi todistaakseen, ettei Tiibetin pakolaishallinto ole ohjaillut kansannousua päämajastaan Dharamsalasta käsin.</p>
<p>On vaikeaa olla uskomatta Dalai Lamaa. Hän on hyvin sydämellinen ja avarakatseinen henkilö, ilman että hän vaikuttaisi naiivilta tai hyväuskoiselta. Hänellä on ylivertaiset sosiaaliset taidot, mutta mikään hänen sanomisistaan ei kuulostanut lattealta. Jotkin hänen näkemyksistään voidaan tulkita optimistisiksi. Hän esimerkiksi ylisti Euroopan unionia sen kyvyistä asettaa yhteinen etu yksittäisten jäsenvaltioiden edelle. Kyynikot voisivat reagoida tällaiseen lausuntoon alentuvalla virnistyksellä. Mutta kun sanat tulevat eräältä silmälasipäiseltä munkilta tuhansien kilometrien päästä Brysselistä, tuntuvat ne inspiroivilta ja innostavilta. Niissä on selkeä suunta, pyrkimys ja ydin.</p>
<p>Dalai Laman poliittinen päätavoite on selvästi tavallisten tiibetiläisten hyvinvointi, ei Tiibetin itsenäisyys. Kiina leimaa hänet edelleen vaaralliseksi separatistiksi, vaikka hänen ajamansa &#8220;aidon itsehallinnon&#8221; käsite perustuu Kiinan alueelliseen koskemattomuuteen ja perustuslakiin. Dalai Laman edustama keskitien lähestymistapa on itse asiassa liian maltillinen joillekin Tiibetin kannattajille. Kuitenkin kuten usein tapahtuu, pitää sortovalta maltillisen ja viisaan mielipiteen esittäjää kaikkein vaarallisimpana. Sortovallalle vastapuolen radikalismi on kätevä oikeutus omille agressioille. Dalai Laman ainutlaatuinen moraalinen auktoriteetti tekee hänestä pirun kiinalaisten silmissä.</p>
<p>Miksi muuten yhdeksän pakolaishallituksen kanssa käydyn neuvottelukierroksen jälkeen Peking edelleen kieltäytyisi myöntämästä, että olisi parempi toimia rakentavan kumppanin kanssa? Vai haluaako Kiina todellisuudessa radikalisoida tiibetiläisen opposition ja murskata sen vielä häikäilemättömämmin kuin vuonna 2008?</p>
<p>Dalai Laman moraalisen auktoriteetin vaarallisuus ei piile pelkästään, tai ehkä ei edes suurin osin, hänen suuressa vaikutusvallassaan tiibetiläisiin. On yhä enemmän todisteita siitä, että monet rehelliset kiinalaiset, oppineet, lakimiehet, opiskelijat ja tavalliset matkaajat haastavat virallisen propagandan, joka vääristelee Dalai Laman sanomaa.</p>
<p>Kyse ei ole vain Kiinan hallituksen politiikan selkeästi uhkaamista Tiibetin kansasta, autonomiasta tai erikoislaatuisesta kulttuurista omine kieline ja kulttuureineen. Kyse on myös ihmiskunnan perusolemuksesta. Myötätunnosta. Kyse on arvoista, jotka voivat olla pahasti nationalistisen valtioajattelun tiellä. Näitä arvo ja edusti kuuluisassa videossa Tiananmenin aukion yksinäinen sankari, joka ei väistynyt tankin edessä.</p>
<p>Moni ihailee Dalai Lamaa. On hyödyllistä kysyä, mitkä ovat ihailun syyt. Uskonnollista johtajaa Dalai Lamaa ihailevat monet sellaiset ihmiset, jotka muuten pitävät uskontoja syyllisinä moneen nykymaailman ongelmiin. Buddhalaisuuttahan ei yhdistetä fanaattisuuteen, joka ajaa väkivaltaan. Mutta ovatko epäuskollinen kyynisyys, ahneus ja moraalinen välinpitämättömyys todella parempia kuin ongelmat, jotka juontuvat uskonnoista? Vai olisivatko todellisuudessa uskonnollinen fundamentalismi ja häikäilemätön materialismi toistensa reaktioita? Todellisuudessa ne esiintyvät rinta rinnan oikeuttaen toinen toisensa vaatimukset poliittisesta vallasta.</p>
<p>Ihmisluonnon ja ihmisoikeuksien yhteensovittamiseen pyrkivä Dalai Laman edustama hengellisyys on vaihtoehto tälle epäpyhälle yhteiselolle. Tämä tekee hänestä ainutlaatuisen, ja tämän takia hän ansaitsee koko maailman ihailun ja tuen.</p>
<p>Dalai Laman suuresti arvostama Euroopan unioni ei saa jättää tiibetiläisiä pulaan. Nyt on ratkaiseva hetki uudistaa EU:n tuki Dalai Laman vaatimukselle Tiibetin aidosta itsehallinnosta. Vähin mitä EU voi tehdä, on vaatia kansainvälistä riippumatonta tutkimusta siitä, mitä tapahtui Tiibetissä kaksi vuotta sitten. Mitkä olivat todelliset syyt ja seuraukset 10.3.2008 tapahtuneessa kansannousussa? Puolustamalla oikeutta tietää totuus Euroopan kansat puolustaisivat samalla sekä todella uhanalaisen kansan oikeuksia että arvoja, jotka he vakuuttavat olevan EU:n perusta.</p>

			<content:encoded><![CDATA[<p>An article written by Andrei Nekrasov and Heidi Hautala: Defending Tibet means defending an endangered culture as well as EU&#8217;s core values<span id="more-3280"></span></p>
<p>10 March has a double significance in the history of Tibet. On that day in 1959 the Dalai Lama fled the Chinese occupation. On March 10 2008<br />
Tibetan monks took to the streets of Lhasa protesting Chinese oppressive policies. The Chinese authorities brutally suppressed the uprising. Until today, there has been no independent investigation of those events. Significantly the Tibetan Government in exile and the Dalai Lama were accused by the Chinese government of masterminding the uprising.</p>
<p>On the Lunar New Year day we had a rare and privileged opportunity to meet the Tibetan spiritual leader in Dharamsala, India. His Holiness the Dalai Lama is of course well aware of what the Chinese government thinks of him. A wolf in a monk&#8217;s robe, the devil - referred the easy-going 74 year-old jokingly to himself. On a serious note he said that he had offered his government&#8217;s files for inspection to prove that there had been no steering of the uprising from Dharamsala.</p>
<p>It is difficult not to believe the Dalai Lama. He comes across as a very warm and generous person, yet not at all naïve or gullible. He has all the socialite&#8217;s skills, but nothing of what he said was remotely banal. Some of his views could be considered optimistic. He praised the European Union, for example, for its ability to put the common cause above the interests of individual nations. Cynics could react to such a statement with a condescending smirk. But coming from one bespectacled Buddhist monk thousands of miles away from Brussels those words inspired and energized. Because they resounded with a clear sense of direction, endeavour, the inner essence of notions that can sound both grand and vague in some other places.</p>
<p>The Dalai Lama&#8217;s political priority is clearly the well being of ordinary Tibetans. But not the independence of Tibet. China continues to label him a dangerous separatist despite the fact that the &#8220;genuine autonomy&#8221; the Dalai Lama has been calling for is based on the respect of territorial integrity and the constitution of China. The Dalai Lama&#8217;s &#8220;middle way&#8221; approach to the status of Tibet is actually too moderate for some of Tibet&#8217;s supporters. But as often is the case it is the moderate and wise voice that is considered to be the most dangerous by an oppressive regime. The opponent&#8217;s radicalism is a blessing for an aggressive power seeking to justify its aggression. It is the Dalai Lama&#8217;s unique moral authority that makes him the devil in the Chinese book.<br />
Why would otherwise Beijing refuse - after the nine rounds of talks with the government-in-exile - to acknowledge that it is better to deal with a constructive counterpart? Or does China actually seek to radicalize the Tibetan opposition and then crush it even more cruelly than was the case in the wake of 10 March 2008?<br />
The danger of the Dalai Lama&#8217;s moral authority is not only, and perhaps not mainly, in the powerful influence it has on the Tibetans. There is growing evidence that many honest Chinese people, scholars, lawyers, students and simply travellers challenge the propaganda misrepresenting the Dalai Lama&#8217;s message. It is not only about the Tibetan ethnicity, a Tibetan autonomy, the distinctive culture with its language and religion, clearly endangered by the Chinese government&#8217;s policies. It is also about the essence of humanity. About compassion. About the values that may be in the way of the nationalist statehood, like that lone Chinese hero on the famous video, in the way of a tank on Tiananmen Square.</p>
<p>The Dalai Lama is admired by many in the world. It is useful to ask<br />
oneself about the reasons for that admiration. A religious leader, he is respected by many who otherwise tend to make religious faith responsible for a lot of ills of the modern world. Buddhism is of course not associated with fanaticism that leads to violence. But with all the problems that might stem from religion generally, are faithless cynicism, greed and moral indifference really so much better? Or rather, are religious fundamentalism and heartless materialism true responses to each other? In reality they coexist justifying each other&#8217;s claim to political power. As an alternative to that unholy coexistence, spirituality represented by the Dalai Lama tries to harmonize human nature with human rights. That&#8217;s what makes him unique and that&#8217;s what deserves the world&#8217;s admiration and support.</p>
<p>The European Union, valued so highly by the Dalai Lama, must not let down the Tibetan people. This is a crucial moment for the EU to revitalize its support for the Dalai Lama´s call for a genuine autonomy in Tibet. To demand an independent international investigation of what happened in Tibet two years ago, of the reasons for and the consequences of the uprising of 10 March 2008, is the least the EU can do. By insisting on its right to know the truth, European nations would defend the rights of a truly endangered people as well as the values they claim to be at the foundation of their union.</p>

<p>We would like to use the occasion of the International Women&#8217;s Day, which we are all celebrating today, to bring one very important aspect to your attention. The UN Security Council&#8217;s Resolution 1325 (2000) on Violence against Women in armed conflicts has been adopted in 2000 and is celebrating its 10th anniversary this year. Nonetheless, only 12 Member States have implemented national action plans.</p>
<p>The European Union also has to play an important role to support the implementation of UN Resolution 1325 and has made some steps in this direction over the last years - but falling far short of real implementation.<br />
The EU ought to politically support the objectives set out in the Resolution, such as appointing more women as special representatives and incorporating a gender perspective into peacekeeping operations and encourage Member<br />
States to implement the Resolution through creating peer pressure.</p>
<p>But as we all know: without the right institutions and incentives in place, the impact will remain sporadic. Now you have the outstanding opportunity to create the new structures of the European External Action Service (EEAS).<br />
This represents an enormous opportunity for anchoring gender equality from the beginning via strong, high-level and well resourced gender architecture. Unfortunately, the drafts describing structure, competencies and financial implications of the EEAS do not include any provisions in this direction.</p>
<p>We would therefore like to encourage you to include tangible suggestions respecting the requirements set out in UN Resolution 1325 in the final draft. We expect your strong commitment to achieving gender equality in the<br />
European Union and worldwide and will therein fully support you. We are looking forward to hearing from you.</p>

<p>We believe that the elimination of all tactical nuclear weapons in Europe is an urgent issue that needs to be addressed by the US and Russia, following the successful completion of the treaty on strategic nuclear weapons. It is the sincere wish of the majority of people in Europe that tactical nuclear weapons are withdrawn from Europe and eliminated.</p>
<p>As a first step we call on you to withdraw the remaining US nuclear weapons from our territories.</p>
<p>This step would be an important confidence-building measure. It would also strengthen the NPT by addressing the disarmament obligation contained in Article VI that applies to all states. It would greatly underpin arguments for compliance to the non-proliferation articles in the treaty, by demonstrating that European countries do not see nuclear weapons as a addition to their security.</p>

They obtained from the Italian authorities&#8217; refugee status and so necessary travel permits and visas to install themselves in Italy but they currently are stranded at the Istanbul airport in Turkey due to procedural reasons. </span></p>

<p class="MsoNormal" style="margin: 0cm 0cm 0pt; text-align: justify; mso-layout-grid-align: none;"><span style="font-size: small; font-family: Times New Roman;">Mr. Pouya is a Member of the Iranian Writers Association and the deputy for women’s affairs in Mr. Karroubi’s presidential campaign. Following the disputed 12 June elections in Iran and the ensuing crackdown, Mr. Aziz was forced underground.<span style="mso-spacerun: yes;">  </span>He entered illegally in Turkey on the 22d of February 2010 and went to the UNHCR in Van where he registered as asylum seeker (n°UNHCR 385-10C00655). According to the procedure, he should have gone to the town of Nevsehir to register and to seek asylum in Turkey. On the indication of the Italian authorities to grant him asylum, he instead went to the Italian consulate of Istanbul, where he did get the visa and the consular « laissez-passer ». </span></p>

He has been detained several times in Iran and he and his wife were pursued in Iran, forcing them to leave the country.</span><span style="font-size: 11pt; font-family: Times-Roman; mso-bidi-font-family: Times-Roman;"> </span><span style="font-size: small;">They entered illegally on the 29th of July 2009 and went to the UNHCR office of Van where they registered as asylum seekers (n° 385-09C03131). <span style="mso-fareast-font-family: Cambria; mso-fareast-language: EN-US;">According to the procedure</span>, they went to Nevsehir where they got a permit to stay in Turkey pending the decision <span style="mso-fareast-font-family: Cambria; mso-fareast-language: EN-US;">awaiting them refugee status</span>; their passports are in the hand of the Police in Nevsehir. In these last months, Sadegh was threatened and Fatemeh, who was pregnant, lost her baby following the beating during a demonstration. <span style="font-family: Cambria; mso-fareast-font-family: Cambria; mso-fareast-language: EN-US;"></span></span></span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt; text-align: justify;"><span style="font-size: small; font-family: Times New Roman;"> </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt; text-align: justify;"><span style="font-size: small; font-family: Times New Roman;">All of the above individuals are in great danger in Turkey as our information indicates that the Iranian intelligence agents are tracking them there. We are sure that you are aware of the current developments in Iran and what it means for these refugees to stay in an unsafe and unclear situation in Turkey where they are exposed to various threats. </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt; text-align: justify;"><span style="font-size: small; font-family: Times New Roman;"> </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt; text-align: justify;"><span style="font-size: small; font-family: Times New Roman;">We do understand the relevant administrative procedures in Turkey request them to register either in Agri, either in Nevsehir but given the crucial importance of this humanitarian matter, we would greatly appreciate your urgent action in ensuring that the above four persons are allowed to leave Turkey for Italy as soon as possible. </span></p>

<p>Ms Hautala expressed her condolences over the buss accident where 38 people lost their lives near Viru, northern Peru the previous day. Discussion concentrated much on the situation and rights of indigenous people. Ms Hautala expressed her concern especially with regards the related unrests in June last year where police intervention left several people dead and hundreds were injured. Closely related issue is the use of land resources, which in places affects the livelihood of the indigenous people. Mining activities have faced widespread protests from human rights activists but these protests have also been repressed. Hautala  also asked Peru to consider the UNECE Århus Convention on environmental rights as it would provide a good framework for citizens&#8217; participation in the mining issues. Chairwoman Hautala expressed her hopes to continue the open dialogue with the Peruvian authorities on these matters and looks forward to productive cooperation in the future.</p>

			<content:encoded><![CDATA[<p>Chairwoman Hautala met on 23.2. with Ambassador of Bangladesh, Ms Ismat Jahan to discuss the human rights situation in Bangladesh and cooperation of the representative with the Subcommittee on Human Rights. <span id="more-3252"></span></p>
<p>Chairwoman Hautala stated that she has strong Asian interest in her activities and that she is looking to visit the region at the first opportunity. Ambassador informed Ms Hautala of most recent developments in her country and increased turnout of women voters in the most recent parliamentary elections was discussed with great interest. Women are well represented in country&#8217;s political life and they have become more independent also in rural areas. As in most countries, reforming the education system remains a challenge to meet the needs of young population.</p>
<p>Chairwoman Hautala expressed her concern over the death penalty which is still in force in Bangladesh and encouraged the government to ensure that NGO-laws enable the civil society to be able to function freely and stressed that vigorous protection of human rights defenders is important in any diverse and open society.</p>

			<content:encoded><![CDATA[<p><strong>Chairwoman Hautala held</strong> on 24.2 an open meeting with the Ambassador <strong>Wael Aboul Magd</strong>, Deputy Assistant Minister of Foreign Affairs for Human Rights of Egypt. <span id="more-3248"></span></p>
<p>Meeting was called upon request of the Embassy of Egypt to discuss human rights situation in the country. On 21.1.2010 the European Parliament adopted a resolution condemning attacks on religious minorities in Egypt. Freedom of religion was discussed in detail  and without doubting the seriousness of the mentioned attacks against these minorities, Chairwoman noted that the European Parliament would pay greater attention to condemn attacks against all religious groups without singling out any particular religion. Ambassador thanked Ms Hautala for this notion.</p>
<p>On 22.1. Chairwoman Hautala wrote a letter to the Ambassador of Egypt expressing her concern over the arbitrary detentions of thirty three human rights defenders on 15 January 2010 in Qena in Egypt. Ambassador assured Chaorwoman Hautala that the human rights defenders in question had not been ill-treated and that they had been arrested as they had no authorisation for demonstration. Despite these pledges and information, Ms Hautala cautioned against heavy handed policies directed at human rights activists and civil society representatives.</p>
<p>In the meeting, work of  National Council on Human Rights and Councils on women issues and childhood questions attracted great interest.  Ambassador  also informed  the attendees that there are plans to abrogate the state of emergency as soon as possible. The authorities hope to replace this with modern anti-terrorism laws corresponding to those of US and UK laws. Chairwoman stressed that the powers guaranteed by such anti-terrorism laws must be balanced against fundamental human rights. Concerning the Universal Periodic Review (UPR) in the UN Human Rights Council, which Egypt underwent recently, Ambassador stated that they voluntarily pledged to follow up the recommendations with civil society.</p>
<p>Ambassador Magd stressed that Egypt wishes to interact openly and constructively on these any other human rights issues with the European Parliament also in the future . Chairwoman Hautala  stated that she remains grateful for the initiative to arrange an open meeting with the Embassy of Egypt and looks forward to continuing constructive dialogue and close cooperation with the representatives.</p>

			<content:encoded><![CDATA[<p>Olin mukana Euroopan parlamentin virallisessa delegaatiossa, joka vieraili Valko-Venäjällä 25.-26.2. <span id="more-3246"></span>Tämä oli vuosiin ensimmäinen kosketus parlamentin ja Euroopan pahimman diktatuurin niin sanotun parlamentin välillä.</p>
<p>Vierailumme oli hyvin kiinnostava. Tapasimme Minskissä muun muassa hallinnon, opposition ja kansalaisyhteiskunnan edustajia. Minulle ihmisoikeusalivaliokunnan puheenjohtajana oli merkittävää tavata Euroopan parlamentin ihmisoikeuspalkinnon (Saharov-palkinnon) voittajat Aleksandr Milinkevits ja Valko-Venäjän journalistiliiton edustajat heidän omassa maassaan.</p>
<p>Oli todella ikävää huomata, että kansalaisyhteiskunnan olot ovat huonontuneet viime aikoina. Ihmisoikeustilanne ei ole kehittynyt, vaan oppositiota pelotellaan ja kokoontumis- ja yhdistymisvapautta loukataan. Valko-Venäjällä on myös taas poliittisia vankeja.</p>
<p>Erityisesti esille tuli se, että kansalaisjärjestöillä on vaikeuksia hallinnon vaatimassa rekisteröitymisessä. Esimerkiksi ihmisoikeusjärjestö Viasnaa ei ole suostuttu rekisteröimään. Samanlaisiin ongelmiin olen törmännyt Venäjällä.</p>
<p>Ensi viikolla täysistunnossa hyväksytään Valko-Venäjää koskeva päätöslauselma, johon matkallamme saamamme tiedot vaikuttanevat paljon. Erityisesti esille noussee uudelleen etnisten vähemmistöjen asema, muun muassa valkovenäläisen puolalaisvähemmistön järjestön Puolalaisten liiton vaikea tilanne (tästä enemmän <a href="http://www.heidihautala.fi/2010/02/hautala-valko-venajalla/" target="_blank">sivuillani</a> viime perjantaina).</p>
<p>Nyt EU:n ei pidä pettää itseään kuvittelemalla, että unionin lieventynyt linja Valko-Venäjän suhteen olisi erityisesti auttanut maan demokratia- ja ihmisoikeuskehityksessä. EU:n tulisi olla selkeän tiukkasanainen toimissaan ja pitää suhteita ehdollisina: esimerkiksi taloudellisia houkuttimia tulisi tarjota vain poliittisia muutoksia vastaan. On kuitenkin tärkeää olla yhteydessä paikallisväestöön, koska nämä kohtaamiset ovat nykyistä hallintoa kritisoiville ihmisille tärkeä tuki.</p>
<p>Kiintoisaa on seurata, mitä tapahtuu Valko-Venäjän kevään paikallisvaaleissa. Ne osoittavat, kuinka vapaat vaalit ovat ja mihin suuntaan Valko-Venäjä on kehittymässä.</p>
